Yes and No, the blackmagic decklink mini recorder 4k card requires PCI Express x4 mode generation 2,
your motherboard has

3 x PCIe 3.0/2.0 x16 (dual x16 or x16, x8, x8
1 x PCIe 3.0/2.0 x16 (x8 mode)

The issue would be CPU, GPU and Motherboard are old generations, To do 1080/4K video properly, then you will have to upgrade CPU and GPU at minimum.

But if your going to upgrade CPU and GPU, then a new mother motherboard, CPU, GPU and RAM would be better option.

Thinking of a new computer, which configuration and which capture card you recommend me for 4 cameras 4k, I will not streaming 4k, it would be for the cuts of the virtual cameras ... I will cut in 1080.

Obsidian - 4K Streaming and Recording or the new setup martin has for the Monthly "Fun Time" Live streaming if your budget allows it.
