Consider replacing the one capture card with a double or quad card.
The Magewell Pro Capture Quad Card runs about $900, but would give you 4 inputs....what you need for today and future growing room.
The Magewell Pro Capture Dual Card would give you what you need, but no more at a price of about $580.
If you have an available USB3, you might consider a Magewell USB3 Capture Device at $300.
There are other brands of course, but Magewell has worked for me.

Thanks Ed. These cards appear to need a PCIe 4x slot which we do not have, only a PCIe 1x. The PCIex16 slot is used and we do not have a USB3

Magewell USB3 Capture Device have a HDMI input converted over USB3 for PC connection. Are you sure you have USB3 on this PC? I didn't check the model but it's quite an old computer I guess. If no USB3, Magewell is not an option and you might consider getting a newer motherboard/CPU imho.

Thank You I think the bottom line is that you need a different/newer motherboard if you want to capture two or more HDMI inputs in HD quality. Neither a regular PCI slot nor USB2 has sufficient bandwidth for uncompressed full-HD video, although that PCI-USB3 card might be OK for 720p30.
