This is not a bug as it is by design.
If you need to assign shortcuts to over 300 inputs then you will likely run into severe performance issues, and should rethink the entire setup anyway.
If you only need to assign shortcuts to a number under that, than simply sort the inputs you need in the first 300.
Or, as mentioned there are many other ways to do things such as with scripting.
