I have a client that uses the Basic HD version of VMIX.
If I open that file with the Pro Version... Will I be able to use all the Pro version attributes (layers,inputs and controls, etc.).

Or does it keep it as a Basic HD file?

Yes you can open it.
Opening Presets in a lower edition than originally saved in typically retains all Inputs, but makes the "overflowed" Offline (i.e. unusable)
