Hi alls,
For radio project transmitting video with low SR, I need a perfect TS encoding.
My question is in title.
VLC is not perfect, fffpeg is better but exist an other software under windows???

I don't think so. I'd say most (not to say all) of the free or affordable software encoders use FFMPEG.
You can go for hardware encoders though: cheap ones still use FFMPEG btw... Very good contribution encoders like ATEME or Harmonic which support TS usually cost several thousand euros/dollars.

Again FFMPEG is the best solution imho...

Message is clear.. also, I have need to use CBR, and ffmpeg can created it.
also I have to make an effort to use the command lines

FFMPEG can do strict CBR if you ask him gently! ;o)
