DeckLink Duo 2 unable to collect the signal 1080P,use win7 x64 or win10 x64,720P ok

Check that the drivers have been installed and that SDI 1-4 have been configured conrrectly in Blackmagic Desktop Video Setup.

Check your cams are outputting 1080p correctly.
Decklink Duo 2 supports all resolutions up to 1080p50/60.

Your issue might also come from the converters, if you are using cheap hdmi 2 sdi converters.
