Is it possible to import a playlist from XML? of for that matter any other type of data file?

AFAIK No. Playlist is populated by the available inputs allready in your setup , PlayLists are linked to the currently active Preset in vMix (see documentation, worth a read)

Lists can be populated by external means for example an M3U file (Again see documantation) . Due to the presence of some shortcuts files can be added so if for example you have a source of files within an XML a script could extract their reference and add to the list
