Here's the issue -

NDI looks great on my i5 with 8 gb ram and an integrated GPU.

On my i7 laptop with Nvidia GPU 8 GB, its choppy. VERY choppy.

CPU is low... any ideas on how to troubleshoot?

First thing I would check is to make sure the network connection on the i7 is actually connecting as gigabit.
The cable could be faulty for example, and NDI needs more than 100mbps for 1080p.

What does Task Manager report as the bandwidth received when the NDI feed is playing?

Updating the Nvidia driver solved the issue.

Good to know that the NVidia graphics driver can cause problem, so it's important to keep the driver updated. Thanks for sharing your solution kjones9999.
