Hi! As I can choose one or the other actions:

1. Take transition and immediately playing back
2. Take transition and expect command to play

I want to establish it once and to apply to any video clips at will.

Sometimes I want press button "Fade" and my video start playng during transition.
Sometimes I want press button "Fade" and my video only appear in Program Monitor, but not playing.

How can I define both shortcuts?

I know about personal setting for each Inputs, but can I make "Master Choose"?

AFAIK, the default setting for 'Video' Inputs is for them to "Automatically Play with Transition" (cog wheel:General Settings) and it is "either - or" not switchable with a 'Shortcut' but rather 'mannually'.
To accomplish what you suggest with 'Shortcuts', I would be inclined to set up my videos to not play when sent to "Program" screen (un-tick afore mentioned settings box) when inputting them into vMix.
Next, set-up two different 'Shortcuts', one to "Play / Active Input" (to play paused videos when wanted) and one to "Quick Play / Preview" (to play a video as soon as it transitions from "Preview" to "Program").
This will require you to "Preview" each video input first (send to "Preview" screen) and to set-up your "QuickPlay" transition to your desired default in order to work properly.
Please note that the "QuickPlay" feature/button WILL play the video (Override the setting so to speak) as that is what you are asking it to do.
