I am looking to buy an SDI output card for Vmix, on a budget .. https://www.amazon.fr/gp...A1S3ENL13XN9YF&psc=1

The goal is to broadcast in SD, to a DVBT2 encoder.

Is the Blackmagic Design DeckLink Mini Monitor 4K Black compatible with Vmix for output ?

Yes, the Decklink Mini Monitor 4K is supported by vMix:

The real question is whether or not you have an available PCIe slot to plug it into as explained in these videos:
