Simple answer is NO, it only comes in the vMix Download and is available once vMix is activated.
For the Standard GT Title Designer Edition (no animations) you can register for the FREE vMix Basic.
For the Advanced GT Title Designer Edition you will need vMix 4K or vMix Pro.
