how is the text in that lower third made/placed in the first place ? part/embedded of/in the title (graphic) design , put in manually with the title editor , or through a data source or .... ?
That all would give a different answer

in title editor, use export as csv
in the other title, import csv

If you use a txt or csv you can add them as a datasource for both. One file for two or more titles via datasource.
