Our system is pretty much the recommended system for a 2 x quad system, but if we have more than 6 inputs, the inputs start blinking.
Here is our spec:

Motherboard: Asus Tek Z170-AR LGA1151
Graphics Card: Geforce GTX 1060 6Gb
Capture Card: Blackmagic quads x 2
Processor 17 7700 3.6 GHz, Kaby Lake 14nn tech
Ram: 16GB Dual Channel @ 1070 Mhz
windows 10

Motherboard: Gigabyte Z370 AORUS Gaming 5 or Gigabyte Z370 AORUS Gaming 7 (Intel Z370)
Graphics Card: NVIDIA GeForce GTX 1060
Capture Card: AJA Corvid 88 or Blackmagic Decklink Quad 2 - we use 2 x quads
CPU: Intel Core i7 9700K 3.6GHz+
RAM: 16GB (2x8GB) DDR4
Operating System: Windows 10

Methinks you have run out of lanes!
The Blackmagic Decklink Quad 2 is a x8 PCIe card
So the Z370 has 24 lanes but the i7 7700 CPU only allows for 16 and so can handle a GPU and one Quad (x8/x8) but not a second Quad as the slot would render the slots as x8/x4+x4.
If wanting to use more than one multichannel capture card, it is recommended to use an X299 MB with an appropriate CPU (Obsidian build).

Thank you for that Ice, very good of you to help - we have 2 x 4 input quads, not the 2 x8 input quads.
That is a total of 8 inputs.
The Motherboard I am using has dual x8 mode; single card: x16 mode, x4 mode (Type CPU, DIMM 288-pin, PCI, PCIe 3.0 x1, PCIe 3.0 x16)
But I don't know how many lanes that is.
You say more than 1 mulitchannel card needs x299 with obsidian CPU - is that the same whether they are 4 input quads or 8 input quads?
