I would like to know if the maximum number of outputs can be increased?

Are all of the outputs the same video? or can i play a separate video on each output?

My goal is to broadcast a different video to multiple screens in different parts of the building, using vMix as a server. for example.

Room 1 -> video 1 with its own title
Room 2 -> video 2 with its own title
Room 3 -> video 3 with its own title
Room 4 -> video 4 with its own title
Room 5 -> video 4 with its own title

I have spent 6 hours on this forum and can't locate a similar question

thank you

For a multiple screens i think you can output only 2.

You can output 4 NDI and 2 External with vMix with own video/image + audio via Busses.

I believe the solution for you is to virtualize a server with 2 virtual machines with windows and install vmix there. Or you can use another software like OBS or StreamLabs + Graphics via After Effects in alpha looping (if there a static graphics almost all the time or prepare the graphics before) and output via NDI.
Then use a Windows Tablet/Laptop to project NDI via Newtek Studio Monitor.

Or you can use multiple graphics card to project on screens from server with virtual machines, but I think it's too expensive.

Be creative!

vMix is more or less a single program output. You have options for more outputs of sources or multiview but it will only be a single program that you can mix. Doing seperate and indipendent programs for 5 rooms you would need 5 times the setup.

Taking the costs for 5 setups with software, hardware and capture cards I would recommend taking a look at the Ross carbonate ultra hardware mixer. That offers multiple M/E a lot of inputs and outputs and starts at 10k$ roughly.
