Is there an app or maybe some other way to use an Android cell phone as a camera that can output the video via NDI and have vMix recognize it as an NDI input?

This sounds like exactly what I am looking for. However, I read several reviews from users of the product and most are not very complimentary.

It works reasonably well. However, it implies NDI over Wi-Fi, which can be problematic. It needs really robust, fast Wi-Fi.

The likely use of Wi-Fi is exactly why Newtek created NDI|HX, the reduced-bandwidth, compressed and delayed variant.

Sadly, NDI|HX encoders are only in hardware at present. No way to encode NDI|HX on a smart phone. You're better off using an RTMP camera app.

NDI App works ok for me. If you switch to RTMP like mjgraves said some apps act as a rtmp server, some need an rtmp server. In the former case connect vMix to the stream. In the latter case you would need a mini Server something like http://garaninapps.com/pro
