Would Vmix see all 8 inputs if I chain a IO 4k at the end of an Io 4K Plus.
Or at least could I make one unit useful for the upstream and the other for the downstream ? Like 4 cam in and 4 Aux Bus outputs through the other Io 4K ???

Yes, vMix should see all 8 inputs. I've connected a AJA IO XT and chained a Sonnet Echo Express/AJA Kona 3G and all the inputs were listed in vMix. Assuming you are using a laptop with Thunderbolt, doing an actual production with 8 inputs at 1080p/59.94 might be an issue.

thank you it worked. like you said but after 6 inputs it dropped frames like crazy

How about if my laptop haved gtx1080 card and use setting 720 50p camera/vmix input...is there any issue? Thank You.
