I´m thinking in buy one and try as sdi to ndi, return feed(ndi to hdmi), intercom and tally what do you think ?

Looks interesting. Will require some kind of capture device. M.2 and USB are possibilities. Seems like a workable solution, give you can solve for a sensible enclosure and power.

It's a little costly compared to some other solutions, like a NUC. But it's smaller and perhaps has more CPU power.

I think it should work. I have tested a similar board with way less cpu power, and it worked fine for 1 NDI encode + 1 decode with a capture card.
