Is there software available that allows me to draw on the screen at all times? I don't want to use the Telestrator, because I can only do that on one screen image at a time, and it does not allow me to zoom in and out on that screen. I am using it for weather radar.

I want something that allows me to draw on the screen at all times. Even when switching between scenes. Basically, it would always be on top. Like my mouse icon.
