To use NDI do I need a CPU with SSE3 or SSSE3? I ask because I tried to install the NDI Tools from Newtek
but I got an error that only CPU with SSSE3 are supported.

I was able to download and RUN the Newtek NDI Tools on an older Core2Duo laptop running Vista 32 bit, so sending test patterns worked great, but I had issues with the Scan Converter and it would not launch nor could I install the Newtek NDI Connect software as it requires a 64 bit platform. Also vMix 17 would not install on this older laptop, so NDI is not really a viable option with this older (2007-08) laptop. When I have time I will investigate some more as many of the issues I am having may be more related to the computer itself, but it would seem NDI is better suited to newer 64 bit computer hardware.
