Who test it - use second output from videocard for programm output (fullscreen in vMix to this output) or use special card as Blackmagik Mini Monitor (SDI or HDMI out) as external output in vMix. Who is faster (latency) ?

GPU output is likely to have less latency than an expansion card, exactly how much is dependent on many variables, not the least of which is the actual combinations of hardware components you are using.
