The API lets us change RTMP destinations. StartSRTOutput and StopSRTOutput can start and stop an SRT output, but not configure it.

Request: An API function to set an SRT output's settings.

Two related additions would round this out:

1. Read-back in the API XML: the current SRT hostname, and port per output, and the current streaming destination URL.
2. SRT and streaming health in the API XML: bitrate, packet loss and RTT per connection, as already shown in the Statistics window.
