Nvidia just announced their RTX Spark™ "Superchip" for laptops and small desktops that looks quite comparable to the Apple Silicon chips.
With RTX 5070 graphics, up to 20 core CPU and fast 300GB/s unified memory it would seem to fit vMix quite well on paper.

Any plans to optimize vMix for ARM-Windows?

Any thoughts on this with the new laptops now available for order?

I agree - Windows on ARM is the future and would be well-suited to run vMix. An ARM port of vMix is probably a lot more involved than porting other types of applications - it'll probably be a big undertaking. I do think it would pay off long-term, but I could see them waiting a few more years for broader adoption (unfortunately).
