Settings when doing FFMPEG streaming, Quality settings, question about threads

I have been using the FFMPEG option when I do live webcasting and have noticed while in "Stream Settings" I can adjust the stream quality. I understand for the most part what to do when I enter this section of setting the streaming application. My question there is a "Threads" option. It is set to "4" but can be set as high as "16". Also there is an option for "Network Buffer". Any idea how these should be set?
My CPU is an i4700 (ASUS 750 laptop with thunderbolt, 8 gig of ram) with a NVidia geforce gtx 765m graphics card.
Most of my broadcast are at 704 by 396, 650k to 2000k for bandwidth, 29.97 FPS, video profile of Baseline at level 3 and keyframe at 7 seconds.
I shoot sports so smoothness is important. On IOS video quality is always much smoother than PC
I'm looking for the best possible settings for my broadcast so any help would be appreciated.

This is something I have wondered also. I have my threads set to 16, any reason I shouldn't just set this to the max?
