Are the reference systems overkill for this use case?

I have a sports client who wants to create a system that will be able to handle a single 1080p60 cam and switch to graphics and video clips during intermissions. He will be taking the Full Screen HDMI output to a standalone streaming device. I'm imagining that he can get by with a less powerful system that the Opal desktop or a lower end laptop than the Sapphire (or even than older Sapphire specs). He's going to use a single Elgato CamLink 4K for capture. I'm wondering if he can get by with this desktop (only one SSD and no expansion) MSI Codex R2C Gaming Desktop. Or this laptop (no G-Sync) Gigabyte 16" GAMING A16 CVH Laptop. Thanks for any advice.

I asked this question to support and received the following reply:
I am going to proceed assuming they don't need to use instant replay at all.
The only two things I would highlight with the desktop PC is: 1. The CPU is quite slow. We would recommend an i7 instead if possible. But the graphics card otherwise is great. 2. I know you have indicated they only wish to use one camera and a USB Capture Device. But just in case they did want to expand how many cameras they might use in future, that system's motherboard does not have a suitable PCIe slot to install a capture card into. They may never want to have that option but I still thought I should mention it.
The laptop is also okay based on what they require. It does have Mux Switch which is great. Either Mux Switch or G-sync is what we like to see on a laptop. Again the only limitation is it does not have a thunderbolt port so could not expand the number of cameras they may wish to use in future.
Neither system is suitable for instant replay.
In most cases it might be possible to a maximum of 2x HD Cameras using two separate USB Capture Devices. Each system or laptop is different as to how much USB bandwidth it provides and how it distributes that bandwidth. In most cases a laptop can do a maximum of 2 HD cameras via 2 of its USB ports. But if the user is also connecting a lot of other USB devices that use a lot of bandwidth there is the risk this can impact the bandwidth being used by the capture devices. But most laptops handle this fine.

For this small need, you should look at second-hand options. For example, an i7-12700H + RTX 3060 will be more than enough. an USB 3.0 port for the Elgato CamLink 4K + Thunderbolt port for PGM output to a standalone streaming device via an UltraStudio Mini Monitor 3G. if purchasing a new laptop Compared to the Gigabyte A16 Gaming Laptop, it's better to add a little more money and opt for a Lenovo 5i. The laptop allows for greater upgrades if needed.
