With VMIX AVI not working any longer in Premiere, yes I have loaded the latest version of the codec and it's still unusably slow with any kind of AVI. What is the closest I can get to recording at ProRes LT Quality?

In the recording setting have you tried ffmpeg and selected the ProRes option.

Yes if you record a 10 minute clip in that mode it will only show up as 7 seconds of video in Premiere.
