Duplicated Shortcuts - With "Local Shortcut" checked - shortcuts duplicated when project re-opened

I started using 'Local Shortcut' recently for a project, and set all shortcut in the project to this. I had no global shortcuts at this point, all were Local.
Upon re-opening the project, all those shortcuts are still there (and bold - set to local Shortcut)...but now they are also all duplicated (and not Bold - a global shortcut).

There are no conflicts happening, but I am confused by the duplicates/behavior...did I do something wrong?
Is this normal?
