Is there the capacity to have the master input frame rate be 30p but streaming frame rate at 15fps? We need to have this flexibility for locations where we have limited bandwidth to basically chop the bandwidth in half (and frame rate). The streaming frame rate seems completely tied to the External Output settings and can't be altered within Streaming dialog?

If you use FMLE to stream outright instead of the vMix Stream module, you should be able to modify the parameters you are streaming with.
This may have a slight impact on CPU usage depending on exactly what you are altering but it is my preferred method of streaming for that very reason of more control of parameters.
