12 Multicorder recordings at the same time (HW requirements)

I am building a rack computer for our production team and we need to use and record 12 inputs. We plan on using 2x decklink duo 2 SDI and 1x decklink quad HDMI. We would like to record to h264 mp4 at around 20Mbps. My question is if something like this is enaugh for the task:
CPU: AMD EPYC 7443P RAM: 128GB 3200 CL16 (4x32GB) GPU: RTX 4070 Ti 12GB SSD: WD Black SSD SN850X NVMe 4TB
This setup is at the absolute upper edge of our budget. However there is a lot of lateral changes that could be done. (weaker CPU and stronger GPU, Less cores but higher frequency, etc.) I already know we need to use Xeon/EPYC/Threadripper as we need at least 40 PCIe lanes.

Hello. Gpu like rtx support only 3 hw encodings officially. So for 12 mp4 encodings search for a quadro gpu that support unlimited encodings
