Is there any way to toggle triggers via APIs or otherwise? Basically, when we are rehearsing we often want all triggers disabled. And then when we're live we want all triggers enabled.

Nope.
If one can't find one in the shortcutlist then ... no

Duplicate the preset but with the triggers disabled and use that for rehearsal
