Add API function for enabling/disabling input effects like the Chroma-Key - This way one could switch between physical and greenscreen productions from Companion/Streamdeck

vMix has no API for enabling/disabling effects like Chroma-Key and hence once cannot easily enable/disable the effect through Companion/Streamdeck. Please add API functions for enabling/disabling and changing also the effects of an input.
