I have the following requirement:
One PC with Blackmagic Decklink Duo 2 card for outputs and another for 6 inputs and 3080 graphics card
SDI Outputs are:
1. Mix bus with input switching, windowed output scaling, overlays 2. Second independent mix bus with input switching, windowed output scaling, overlays 3. Multiviewer
No streaming or recording or replays
Which VMix licence do I need?

Vmix 4k version is the best solution. Ok double price from vmix hd version but in hd version you cant have more than 1 (sdi) external outputs and you need 3

There appears to be only one "output" bus that I can send to multiple SDI outputs, or I can send an input. I want to be able to cut between inputs with stingers on the transition independently on the two main outputs. How can I create an output bus for each physical output?

As of right now there is no way to get 3 SDI out (via the external output). Your best bet would be 2 SDI out and map your third output to a Fullscreen output with an HDMI to SDI converter on it.

I don't understand why this would be the case - what's the performance difference? Is it just the extra blit from GPU framebuffer to the SDI card? I would have thought the SDI card would be reading the GPU framebuffer over the PCI-E bus?
Going via HDMI would mean a long latency addition. Would it work to come out NDI and use an external NDI -> SDI converter?
Where do we go to submit pull requests to the codebase to be able to add unlimited external outputs (with the obvious limitation on hardware capability being the user's responsibility)?

Unfortunately no pull requests as it's a closed source application. There's no real stated reason other than how it would strain systems too much. I think that reasoning made sense 5 years ago but today we have more horsepower in the GPUs.
You'll actually get less latency with a GPU output. SDI output adds latency as the video travels from the GPU to the card and then the card itself buffers a few frames (I believe 2-3 on DeckLink cards).
GPU output is the lowest possible latency in vMix because all the compositing happens in the GPU. Even higher end system like Pandora's Box use GPU outputs for this very reason.

But in hd version you get only 1 external output and even in pro version you get 2 external outputs.So if you want 3 external sdi outputs via capture card,vmix doesnt fit you. But as others said fullscreen output is a good solution. You can use fullscreen output for multiviewer. Hdmi output from gpu does have very little latency. Smaller than the latency from bmd card
