Intel i9 20lane PCIE limit

Hi all,
about to build a rackmount PC and had a question about PCIE lanes.
i7 and i9 non X series cpu's are limited to 20lanes for PCIE.
The motherboard I am wanting to use ( GIGABYTE Z590 AORUS Xtreme has two PCIE slots so I plan to configure it like so:
Slot 1 : RTX3060Ti (16x lanes)
Slot 2 : Decklink Quad 2 (requires 8 lanes)
I have already gone over the CPU lane count which will drop the 3060Ti to 8x .
Will this drop be noticeable in vMix? I'm guessing not but just want to be sure.

Benchmarks have shown no notable difference when running a modern GPU at 8x on a PCIe 3 bus. Your motherboard will automatically change slot 1 to 8x when you put a card in the second slot.
This is a very, very common vMix setup and you'll be perfectly fine.

we have unfortunately made the bad experience that the graphics cards with only 8x vMix load very heavily. a Meinboard and CPU with 24 lanes would be much better in any case

Thanks. Don't motherboards also supply usable lanes?
The vMix Ruby system specs an i7 10700K CPU which I believe only has 16 PCIE lanes on it's own. It is also specced with a graphics card obviously and a Decklink Quad Duo which needs an 8x slot. This combination will not let the GPU run at 16x and yet is a recommended system.
I would just go with the vMix recommended Spec but a lot of those arts are getting hard to find where I am and I need this machine in the next week or so.

Most desktop consumer CPUs have 24 lanes. (Threadrippers, Xeon, and some newer Intel desktop chips have many more.) On the 24 lane CPUs typically 4 go to the motherboard for things like USB, sound, Ethernet, etc. 4 tend to go to an NVMe slot and 16 are left for the PCIe slots. Every motherboard is different.
The 4x motherboard, 4x NVMe, 16x PCIe slots is arguably the most common setup on consumer desktop boards.
