First, the setup. I have an X-keys with t-bar and an Elgato Stream Deck. Use the xkeys for normal switching and the Stream Deck to for just extra buttons (PiP routing in this case).

My base show has inputs 1-3 for cameras, 4-6 for computer inputs (Zoom callers), 7-11 are PiP's, 12 is PPT, 13 is lower 3rds

On my X-Keys, I have keys to fire lower 3rds, switch them, etc. If I'm doing a show with no cameras, I close inputs 1-3, so lower 3rds are are now on input 10, since I have "Assign shortcut to input number" unchecked my lower 3rds keys work no matter where it is in the show.

I'm using the new dynamic input features to select a camera/zoom input and then route it to the desired PiP box using the Stream Deck. This works flawlessly. Inputs 7/8 are PiPs with 2 cameras, Input 9/10 are PiPs with 3 cameras, input 11 is Camera and PPT. You get the picture. The issue is, these shortcuts seem to be stuck to those input numbers even with "Assign shortcut to input number" unchecked. So if I remove cameras 1-3, my PiP shortcut keys are still changing layers on inputs 7-11, even though my Lower 3rd keys are working exactly as intended. It makes no sense. anyone have insight?
