Looking at a permanent installation for a client.

We would install AXIS PTZ HD IP cameras, running over cat5/6.

An encoder connected to each camera can output H.264 to my Wowza Media server:

rtsp://user:password@[axis-camera-address]:554/axis-media/media.amp?videocodec=h264Resolution=640x480&compression=30&audio=1

Can I add each of the three cameras as an input to vMix and mix them from a remote location?
(another state)

mixed signal would be output to Internet.

Yea you can do this with vMix.

Go to add input, "Stream" and enter the remote RTSP URL of your camera.
Depending on your setup you might need to port forward the ports you need, RTSP is 554.

I have done it with my CCTV cameras before when just messing around.

For me TCP works better than UDP, but experiment with your setup to see what works well for you.
