We just upgraded out computer at our church. Here are the specs.
(Windows 10 64-bit, Intel i9 CPU, 32GB RAM, 1TB SSD, 4TB HDD)
Black magic design quad hdmi capture card.

When I up the stream to 1080 the video starts glitching. It’s fine until I start the stream and then it starts. 720 works flawlessly. I have made sure my frame rate matches my camera. Any suggestions?

Check the vMix requirements for hardware on vMix website. It seems you don't have the most important piece of hardware for vMix: an Nvidia graphic card with a GPU !
