I have had calls today where the users are on fast connections - 100mps up +. All are using HP Omen laptops with chrome and nothing else running. They are connecting using advanced.vmixcall.com directly with our system here via peer to peer.

One of the callers would only get a frame size of 640x360 even though the data rate was 1.5mbs - 2mbs and constant at 30fps. Other two callers connected fine with 720p@30 at 2mbs

Any ideas why this would happen?

Latency, packetloss.
Run winMTR to get an idea or monitor in vmix stats.

Use a throughput calculator like this https://wintelguy.com/wanperf.pl to get an idea of what influence packet loss could have
