Video and NDI input scaling problem. Looking for a solution

All NDI live inputs and a few video files (some random and mostly all HEVC/.265 files) have a scaling problem. I'm looking for a solution to this problem. NOTE* These files play fine on VLC. None of the videos files used are 3D although it sorta looks like a 3D file on this example. The video will play smooth but the image appears in a compressed scale. The video is "squished to the top 25% of the playback window. I'm running 23.0.0.58 ASUS ROG Laptop Rysen 7 16gb./ 1660ti 6gb. Latest codecs to my knowledge. Does anyone have a suggestion?
