New to vMix Please help or share your ideals

Hello everyone.. I have 2 Blackmagic Delink cards installed (1-Extreame HD with HDMI and SDI in/outputs & 1-8K SDI with 4 in or out puts)
Questions: 1. When starting a new project in vMix the resolution and frames rates must match my camera's Out-puts? (correct?) 2. If I am using a external laptop connected to the HDMI inputs of my BMD Cards, should match my camera or project for vMix? 3. I know some uses NDI to bring in a laptop into vMix and vMix Desktop capture. But is there's a way to use only a HDMI INPUT? 4. Last but, where should I setup my vMix project setting? A. Using the Presets above the Preview window or in the Setting's at the Out-put or Program Window? B. Will I have to restart Vmix once that is changed.
**I told you that I was new at this and I did look at a lot of video's, Just want to be sure...
It's those sample little things that bites you!
The problem that I was having, when I went to add the Laptop which is connected to the HDMI input, I had a blank screen in vMix.
What am I during wrong and I don't think that I had set the project in Vmix to match my production or will I have to use the NDI and/or desktop capture software.
Thanks in advance for any inputs

1. When starting a new project in vMix the resolution and frames rates must match my camera's Out-puts? (correct?) They need to match the project's frame rate and resolution
2. If I am using a external laptop connected to the HDMI inputs of my BMD Cards, should match my camera or project for vMix? Match your laptop output to the projects frame rate (Usually 1080P 29.97 for US. Or purchase a Decimator if you are having issues.
3. I know some uses NDI to bring in a laptop into vMix and vMix Desktop capture. But is there's a way to use only a HDMI INPUT? If you have an HDMI input card, yes.
4. Last but, where should I setup my vMix project setting? Settings > Display
B. Will I have to restart Vmix once that is changed. Yes. it will ask to restart
