Confused: Video Mark IN / OUT

I know vmix does not operate like every other software on the planet. I know they do things in reverse down under, but I am confused about the Video Mark in/out feature.
In every editing system I have ever used, the mark in and out points are were a video starts playing and ends. But in Vmix setting those options have no affect. The restart still goes to the beginning of the video and not the Mark In point.
Can someone please explain how these work (or don't work) ? Are they only used by Shortcuts ? The docs are of little use and I have searched the forum before posting. So there must be one little thing I am missing.

Here it works perfect also without shortcut if I restart the video, it plays from MarkIn (green dot) to MarkOut (red dot)

Some time i also have that problem. i think it's something like if someone deliver a video file that is not compatible for vmix. when i do re render for example in fcpx the problem is solved.

How are you setting the MarkIn and MarkOut points and do the green and red mark points not register on the Timeline when "changed"? (typically, while in Preview screen, move the play head to desired point, right click the playhead and select MarkIn or MarkOut)
