I don't really know whether it's a monitor problem or actually a problem on the video I'm recording. It looks fine on my secondary (old) monitor, but shows up on my new one, which I'm assuming is because it's got a faster response time.
Sometimes the incoming video looks fine, no scanlines, other time it's quite pronounced. Nothing I'm doing in between causes the change.
Could this be: a) camera overheating or other hardware fault b) interface issue (decklink mini recorder 3) c) faulty hdmi cable d) wrong setting on vmix
Camera's HDMI output says 25fps 1080p Decklink frame rate on the input seems to default to 50i even when I try to make it 25p.
My master frame rate is set to PAL 25p
I did have to update the camera firmware with a jailbreak firmware in order to get the HDMI feature. Could it just be that?

Those lines are usually due to interlacing. They would be especially visible when you move the camera from side to side.
This is likely due to your Decklink capturing at 1080i. Check the deinterlacing option in your input settings and play with those.

Sorry for delayed reply to this - I think I sorted it because I was trying to output at 1080p, but the camera can only do 720 (or whatever "one lower than 1080" is) without the interlacing. I had selected the 1080 option on the camera, but it was 1080i, I think, which is why it was giving the scan lines, as suggested above. Thanks!
