I have a question. I have a MP4 File that im sharing and i have about 4 locations where i would like to bookmark on the video. At certain time of my live stream i want to play book mark #1 then at another time i want to play bookmark number 4.... then at another instance play Bookmark #3... So what im asking if i already know the timestamp of the videos and want to play them at certain times of my livestream, how can i trigger it to play at that timestamp (Bookmark)?

I was able to use the ShortCut using the Set Position... It works! but when i calculate my time to play the video, its not as accurate as i hoped it would be. when i input the time in milliseconds it still is off a few seconds? why is that? what am i missing or having issues with?

As Ice states, .mp4 files encoded in H.264 it is not frame accurate when attempting to playback on specific milliseconds position. However, keeping the Key Frame Interval short, e.g. 1 second (30 frames for 30p video, 60 frames for 60p) or lower, and also ensuring that the video file is stored on fast storage like SSD or flash, will give a better chance that the video file is played back more accurately.
