So over the last week I have using vmix call and I am getting constant break up very low quality image and bandwidth regularly lower than 100kbps.
Once connection is moved to zoom I have clear constant picture. Both connections test above 30mbps up and down. What am I missing?

It would be quite helpful if you shared details about your production environment (system specs, etc.), so we can have an idea of what you're working with. vMix call is working great in my environment even with all 8 calls sending 1080p video and 48Khz audio.

Might be that firewalls prevent vMix Call from establish peer to peer connections. You can check that with the latest verson of vMix
