Maybe a simple question. Is it possible to stream in another frame rate than the Master Frame Rate? Say the Master Frame Rate is 60 (to keep local external outputs fluid) and I want to stream in 30.

No. However you can send an NDI to another PC, have that do the framerate conversion and use it to stream. You would only need a vMix HD basic licence on the 2nd PC.

Yes, this is possible.
Go to Settings -> External Output and untick Use Streaming Settings.
Directly underneath there set the Frame Rate as required and make sure the Size is set to the resolution you will be streaming at
as unticking Use Streaming Settings means vMix will no longer manage these settings automatically.
