I was able to get vMix as a virtual camera in browsers and VLC but It didn't show up in Viber-Desktop or Windows 10 Camera app or Bluestack.
I was also unable to find any virtual webcam drivers related to vMix in device manager. Where does vMix installs its virtual webcam driver? I also want to know If I can change the Webcam's Name
I have Windows 10 1803 in HP G62 laptop

vMix makes its output available as a virtual webcam using Microsoft Direct Show. Most applications use Direct Show, which is a very old software standard method for device access.

Direct Show has somewhat been depricated. The MS Camera app in Windows 10 uses something called Microsoft Media Framework (MMF)

I know this because I discovered that you must use MMF to access a Logitech Brio 4K webcam if you want to actually get 4K images without undue latency. Direct Show does not work.

MS Camera DOES work with Brio in 4k. vMix implemented a MMF access option allowing vMix 4K to use Brio at 4K.

It's not unreasonable to think that Viber or BlueStack are using MMF access to the webcam. vMix video is not available via MMF.
