Will Vmix work on this CPU without issues?

Dell XPS 8700 with an Intel(R) Core(TM) i7-4770 CPU @3.40GHZ 3.40 GHz
24 GB RAM
NVIDIA GeForce GTX 645.

The above CPU works good for my biz purposes. However, is it better to just get:

1. A good graphics card for the above CPU; or in the alternative
2. Buy something like a CYBERPOWERPC Gamer Xtreme VR GXiVR8100A Gaming PC (Intel i7-8700 3.2GHz, 16GB DDR4, NVIDIA GeForce GTX 1060 3GB, 120GB SSD+1TB HDD & Win10 Home) Black

I'm new to livestreaming myself (or interviewing others Live) on camera. However, I'm good at making recorded vids for Youtube.

I plan on just livestreaming myself talking, or me interviewing another person.

I know that with either system, I need a capture card.

I think just with graphics card will be enought. But what about tour setup? Inputs? Streaming and recording quality?
