As possibly many of you will know there is a proliferation of units for Video capture in USB3 but there is nothing for the Output.
I need a suggestion from you
I need to install vMix on a portable PC and I can not afford the cost of an Aja Io 4K system and/or a Windows Pc with Thunderbolt Port.
Can some body, suggest to me a model of portable PC that can use its HDMi output as Program Out?
Obviously on the PC screen I will need to continue to see the vMix Control in order to Management the system.

Any PC with two or more outputs can do this.
For example, I have vMix on my Lenovo laptop. the vMux GUI appears on the main screen.
When I connect another monitor to the Mini-DP output I can set the "Fullscreen" output to be Program. So "Program out" appears on the external monitor.
This is controlled in the Settings menu, in the "Outputs/NDI" submenu.
My vMix 4K license has two separate program outputs available. I can assign program to one and preview or multiview to the other.
