When recording using FFMPEG or MP4 my CPU utilization climbs close to 100% for the duration of the recording. While using Instant Replay my CPU utilization hovers around 30%.

When setting up the recorder, what settings/options should I choose that matches the codec/file format of Instant Replay?

Look for the MPG2 codec with a high (100 MBit/s or more) bitrate. This is the codec used by the instant replay system. It produces large files, but does not put as much strain on the CPU as MP4 (.H264).
