Video playing at double speed

I'm having an issue with videos playing at double speed in vMix.
I'm running Windows 7 Enterprise x64 and vMix 11.0.0.41 x64.
This happens with h.264 videos. I've also tried .wmv and that works fine.
The particular video I've been trying to load is a file labeled .mp4 at 640x480, 15fps, h.264 codec, and AAC audio downloaded from animoto.com. This happens with other videos from other sources.
When I play this video in other applications, it plays at normal speed. There is only one option for mp4 video in my vmix settings. I have also tried reinstalling the haali video splitter software. When I open the settings on the video input, it says 29.94fps when not playing, and 15fps when playing.
This issue originally started when I was using vMix 9, and I upgraded to 11 in hopes of it fixing the issue.
