Problem with input reset numbering (BUG)

The situation is like this:
3 active inputs
external2 or fullscreen is set to input 2

when input 1 is lost (change input resolution, reset input, NOT CLOSED BY USER! ) the external2 switches for a moment to input3(now input 2, total inputs are -1) and back to input2(now we have again 3 inputs quickly (not pretty)

I'm asking is it possible to have a constant input numbering if one input starts reseting
