Please help me better understand the features of Browser Input with Mouse enabled

Hello Everyone,
Using the Web Browser input with mouse control, it appears if I want to scroll the web page up or down, I can only use the mouse positioned on the Scroll Bar. For example, I can't place my mouse in the middle of the page and drag the page up or down, either with the mouse button down or with the mouse's scroll wheel.
It would be nice to be able to scroll the page up or down with the mouse positioned in other places than only on the scroll bars. Perhaps it's just not technically possible.
I am asking this because often I have to zoom in on the web page -- which cuts off the (right) scroll bar. With the right scroll bar off of the screen then I am unable to scroll -- with the mouse -- up or down.
With keyboard controls I can use pageup and page down. — but that doesn’t give me the control of a mouse....
Is mouse scrolling possible in other locations than on the scroll bars? Or am I just not doing it correctly.
Any clarification would be helpful.
